Picture posting bug?

When i reply and want to add a pic, the box says "add another file". I think it normally says "add a file" but not sure. Above that it says limit of files to attach:20

I push the add another file box and nothing happens. It happened yesterday and thought it was a slow internet, but its still happening. Is there a bug?

testing in google chorme using "upload a file"

There are three buttons I see.  "Upload a file" "add from url" and "add from another attachment".  When I want to post a picture, I just use the first option.  

what browser are you using?
Is it possible to post a screenshot?  Which I know may not be possible if you're having trouble

This is screenshot from mobile view. I had to switch to desktop view to post it. That should rule out internet being slow. Same device for both views.
