This is concerning the term Roundup Ready, a trademarked name of Monsanto products. One of their first items was GMO soybeans.

Is it officially part of the human food chain? Aka, if I buy tofu in the supermarket, is it
a) probably not GMO
b) unlikely to be GMO
c) likely to be GMO
d) almost certan to be GMO (unless it is organic or the packaging says otherwise)

If you mean food chain as in animal food yes, most certainly since it has to be labeled here I can see that any chicken/pig feed I buy which is not organic contains GMO soya.
Just took a look at some 'Melissa's' brand Organic Tofu in the freezer that is labeled as being made with non-GMO soybeans. Although that does not mean that *un*-labeled tofu is made from a GMO source, given the ubiquity of the GMO traits in soybean I would try to find non-GMO labeling just to be sure. This just speaking from the Yankee side of things.....each country is different on labeling and allowances in the food system.
