can I upgrade to tiny download?

I bought the “Better Wood Heat 8DVD set as HD Instant View” which, as far as I can tell is great.

However, here in no man’s rural America where the internet sucks like young calves, I quickly realized that I didn’t have the bandwidth to watch them as Vimeo won’t allow you to pause the video and it continue buffering. Essentially I can only watch 15 seconds at a time. I understand that this is a limitation of my seriously sucky bandwidth, but on to the point...

At the bottom of my instant view page, it gives me the option to upgrade to the sat as a tiny download for $15 extra dollars. This would work best as I can wait many hours for it to download and be able to watch more than 15 seconds between coffee breaks, but when I select it to purchase it will only tell me that the upgrade option is not available. How can I upgrade? Am I missing something or is there another page I can go to?

I have now read it and see what the problem is.  And my official answer is "I have no idea why that would happen."   So I emailed Devaka and asked him to help out.
