Should a Tool Library be in the Community badge?

We just posted the fully fleshed out Community Badge!  We debated long and hard about including something about a Tool Library or Tool Rental BB.  Surely that would be a "community" thing we thought.  But then we realized it might destroy more community than it generates.  One broken chainsaw and a disagreement about who needs to fix/replace it and whamo, there goes the happiness.

Maybe if it was a tool rental?  But then you might still have the same problem.

So we figured we'd ask everyone.  Should we put it in there?  Do you think it is more likely to build community or destroy it?  We're primarily focused on a small community, kinda like an intentional community, Ant Village or Otistopia, not a city or town sized community.

Here is the BB text we were debating before we just culled the whole thing:

Create and manage a tool share/subscription/rental system - 4 points
  - Including accountability system to “sign” them out
  - System to report damage
  - Possible late fees
  - Method to police the system
  - Prove that this built community rather than destroyed it
  - Likely requires the organizer to give deeply to ensure the program builds community
  - It helps to have a deep love of repairing/replacing tools
  - Show example(s) of how issues were overcome in a positive manner
  - Minimum of two tools
  - Minimum of 8 transactions
  - Points awarded after the 8th transaction
  - Possible twofer with the commerce badge

You all give a lot more thought to community than me. I'm inherently a bit of a loner but I'm learning to appreciate the need to out effort into maintaining community. That said, I think that the potential for so many potholes to community copacetics would be a great argument in my mind.why this should.be a badge. I think that a person/group that is successfully operating a tool library is doing better at "community" than the vast majority. I've only interacted with one and its benefits were visibly obvious.
