Someone requested I make a Draft Snake to stop the draft getting in the door.  It doesn't have to be all that pretty, but it's what they want.

What can I use for stuffing?  Anything better than other things?  

I'm hoping to upcycle stuff to make this.

Sand or rice or would-be-trash styrofoam would work well!

I think you need something with some mass and that's moldable so it fits snugly against the door if it's going to do any good. Have you considered making a snake within a snake with the core being sand for mass, and between it and the snake you see, stuffing with wool? Or maybe sawdust?
