It looks like dried up dog vomit fungus, which is actually a slime mold. The fluffy brown interior is the spores. It grows on decaying plant matter. The live stuff looks like whitish/yellowish foam and it moves ever so slowly around for a few days then dries up and produces the spores.
I don't even try to get rid of it. It's not doing any harm in my garden and is probably doing a lot of good by breaking down plant matter. And using any kind of fungicide in my garden is a big NO since I don't want to kill all the beneficial fungi in the soil.
