Might be Fragrant Sumac (Rhus aromatica)? I've never seen that before but that would be my best guess.

yep, i think that’s right. we have a few R. aromatica planted at the orchard that would look like that if they were doing a bit better (they’ll get there, but they’re in almost pure clay on a windy hillside).
