How can I tell if this is pesticide, colorful fungus, or...?

Just got my new place and found a stump and tree next to it with colorful spots. I suspect the previous owners were trying to kill them, but I don't know how to tell if it really was pesticide or if it was just some weird colored fungus/bacteria?

Based upon very little, I suspect copper sulfate.

copper something for sure...nice color.
seems patchy like it was not sprayed evenly or just targeting new growth that is gone now?

I suppose if I have to have something, I'd rather it be a copper based option than something from Monsanto/Beyer. I've looking up pictures and some of them seem to have similar coloring.

I spoke with an Arborist friend about your colorful stumps and he mentioned that some stump killer products have dyes (green/blue) in them so you know where you have applied it. It could be copper sulfate, it could be 2-4D and/or Picloram.

I'm unsure if you can ever be fully positive what it is, but at least you can handle it knowing that it is some kind of gick.
