I'm currently making a zero energy underground cooling system for a small workshop. Could this earn me an oddball badge?

It might.  The general guidelines for Oddball are:

There are no specific tasks for these badges.   This badge is for unpredictable projects or creative solutions.    Maybe an existing gate needs maintenance, or to be replaced.    Maybe the mailbox needs to be re-installed.  Maybe a conventional floor needs a small mend.  Maybe a conventional window is broken, or a chair needs to be repaired.   These solutions might involve paint, glue, tape, cement or other materials typically frowned on.   But if the evaluator can think of a solution that would reduce or eliminate toxic solutions, the student might receive zero points.

So for this project you'd likely need to go into more detail and have photos to show the scale of the job to help the evaluator with figuring out the points.  And so they can figure out if there are other non-toxic ways to do the same thing.

If you're ready to post the project (upon completion), do it in the oddball badge thread.
