How can I tell if this is pesticide, colorful fungus, or...?

Just got my new place and found a stump and tree next to it with colorful spots. I suspect the previous owners were trying to kill them, but I don't know how to tell if it really was pesticide or if it was just some weird colored fungus/bacteria?
