If I'm understanding your question, the only way to find local permies via Permies.com is to post in a regional section or the singles section (if you're after love).  I'm guessing Southern USA would be the one to start with.

I would like to be able to see all the Permies in NB, which is a small subset of the Great White North, so I can understand what you'd like to see.

I'm just not sure how intrusive it would be to contact them all (by Purple Moosage, I'm guessing).  It's an interesting idea, for sure.

Sorry, I'm not aware of any way to search out members by location to contact them.  You could always start a club or seed swap and promote it through facebook, permies and other avenues...

I think others have had success finding permies near them by doing what you mention.
I've seen several extended threads begun just this way.
