Isaac is close I think. That looks like dried Bitterroot (aka Spreading Dogbane), which fits since this part of the Rocky Mountain chain is known as the Bitterroot Range.

If the bush you harvested those from look like that come spring (say May or June) then that is what it is. The page I linked to indicates its baser properties - the primary of which is that it is poisonous, although some of the First Nations folks made thread from the fibers and such from my InfernalNet-fu.
