Reading Building Your Permaculture Property by Avis, Avis, & Coen. The authors believe that the first most important step in transitioning my life and site is finding an accountability partner to keep me on track.

Thoughts, please, on whether I should try to find someone
1) in/near my region who knows similar conditions to mine, or
2) in another region with different (complementary?) perspective and experience.

Hi Rachel,
I do a lot of this in my work (mentoring as well as accountability) and I think either one works, but it depends on what you're trying to get out of it.
If it's just someone to report to (in order to motivate you) then it could really be anyone anywhere. But if you`re really looking for someone who can give you advice, it will be helpful to find someone who has the specific experience you need most. For example (just inventing here), if you're a single person with children wanting to homestead and that is challenging, it might be important to have that be your selection criteria. If you're moving to a place with clay and have no idea how to grow things on clay, that might be more important. I would think this would be more important than actual geographic location, unless that is your real challenge (moving to a new place where you don`t know anything or anyone, for example).
Generally in my setting we want mentors/partners to be working in the same niche, because advice from one niche may not apply to another and just wastes everyone's time. I would venture as you get more established you'll find plenty of people with different and complementary experience.

Thank you, everyone, for your replies! I guess I should try and find someone local-ish to report to!

(And I guess I needed to do a more thorough search for the keyword "accountability." Didn't see that there were many posts related to this topic already.)

I'm very introverted, so finding a real person to communicate with will stretch me in a good way!
