Brad,

You are right that the current of a low voltage system can kill you, and it did kind of scare the hell out of me seeing a little girl getting after the batteries; but the higher voltages are what push through impedance, and what make them inherently more dangerous. 24 volts is unlikely to penetrate dry skin, where 48v or more is much more likely to do so. If you're sweating you're screwed either way:).

In either case, the current required to leave you lifeless is available and proper precautions need to be taken.
