How much energy/effort do you want to spend on what is known to be a temporary solution? There is known to be a lot of wear on these heaters. The feed shrinks as the end burns off and the bottom of the barrel gets glowing hot. Adding cob would increase the temperature of the barrel by insulating it, perhaps to a point the barrel melts or oxidizes. So yes mass could be added. I think the chain link with rocks might be the best balance of effort for the life of the device. Paul has some comments about the short comings of the pocket rockets too in another thread. you may wish to search that out. I have seen a "Russian Rocket" built entirely of cob brick that is similar in size. This is not a RMH at all though...
Check this out. A second layer of cob brick or thick cob itself would keep the bottom parts from being too hot to touch. The firebox door would still be a hot place, but children learn quick and if the door is not pointed towards the normal play area, the rest should be fine.
