Visual search button is popping up vacuum extensions as results, but as there is no hole at the end of your object, I highly doubt that's what it is. The question is, what is it supposed to screw into?

Looks like an extension for a broom or a high-ceiling light bulb changing rod, but the bell shaped bit confuses me...

The tube appears to be hollow, but that is not relevant to its function ….it is sealed at both ends.

The entire unit is about 12 inches.

I just played with it a little….the “bell” slides up and down the metal rod.   With the bell at the other end, it looks like it could be part of an immersion blender.

It looks to me like a missing piece from a larger device, my first thought was the insert on a 'coffee dispenser' sort of thing, but if the pole isn't hollow I'd be less certain of that. Any small kitchen appliences you've junked in the last decade?

The 'kitchen junk drawer' is a universal phenomenon!

Everytime I sort ours I find a mystery part of something long forgotten...but, no! can't throw it out 'cause sure as I do the tool missing that crucial part will show up

I don't recognize the part in your photo though....

That looks like a direct hit …and it jives with my earlier suspicion that it was part of an immersion blender.
