This badge bit (BB) is part of the PEP curriculum.  Completing this BB is part of getting the straw badge in textiles.

In this project, you will make and sew a pressing ham. Also called a tailor's ham, this is a helpful item for pressing garments with curved seams.

Minimum requirements:
  - sew a pressing ham
  - must be cotton or linen and wool fabric
  - must have a fully compressed filling (about 2 pounds of wood shavings)

To document completion of the BB, provide proof of the following as pics or video (< 2min):
  - The materials you will use for your pressing ham
  - Sewing the ham
  - Stuffing the ham
  - Your finished pressing ham

Does this mean one side has to be wool?  Or, may I use jean material for both sides?

A pressing ham is more versatile if one side is cellulose and one side wool, as you can choose which side is best for your fabric.  It makes a Huge difference.  I wouldn't want a ham with only one style of fabric.

If you do a lot of sewing,  a lightweight cotton or linen might be better as jean fabric can hold a lot of heat and moisture,  slowing the cooling time.  But would be fine for occasional sewing.

It looks like the wording says "and", so I  think yes, the requirements for this badge need one side of each.

Okay, thank you for the clarification.  I can sew but don't very often.  I clicked on this BB out of curiosity because I hadn't heard of a pressing ham or sausage.  Very interesting and makes a lot of sense.  I'll make them with one side wool and the other side cotton.  There's some fun tie dye cotton fabric I like...lol.
