As someone who frequently does both...

Five extra is better than none at all for me personally. My wife however who has to put up with my hoarder tendencies may have a different perspective.

5 extra for sure. I mean if it something I think I need enough of to order 5 in the first place, they will get used, right?

I have to say when I place a seed order I only buy what I need.

I can't say that I ever forgot one thing but I would chance that.

Seeds are too expensive to buy five extra.

If the cost of the 1 forgotten essential item plus shipping is greater than the cost of 5 extras, then I'd rather always buy 5 extras.
If the cost of the 1 forgotten essential item plus shipping is less than the cost of 5 extras, then I'd rather always forget 1 thing.

If budget is no consideration, then always 5 extras. Final answer!

Forgetting is okay, if I needed to remember, I probably really needed it, so forgetting must mean I don't need it so bad, just more of a wanting.
