Even if the wind is blowing directly in, the shelter will pressurize and the wind will only be noticeable a couple feet in. A low roof is best, and in very cold country, continue to spread fresh straw on the manure. It will give off heat all winter. Dig it out in the spring and spread it.
If the shelter has a feeder at the opposite side of the opening, have a way to close it off so the wind can't blow thru.
