The salt needs to remain at 2% (by weight) of the weight of the cabbage. A little to much salt is much better than not enough. So, since there's no way to accurately know how much salt is in the water, without a refractometer, (and I'm assuming you don't have one? I know I don't), it's best to weigh the cabbage you want to add and add the appropriate amount of salt, relying only on the leftover liquid as a kind of 'starter' and flavor enhancer, rather than as the primary ferment.
