Ha, I was just looking in Tool Care for something else and noticed that the bike section was updated.
Back in my day, the only way to get the bike portion was to do Freecycles. I forgot we added options you could do anywhere in the world instead. While it's not perfect, I'm guessing this is as close as it's going to get until PEP and PEA are fully defined.
I'm also wondering if doing something similar at my local secondhand bike shop https://www.2ndcycle.org/ would work. They do let you learn and then volunteer in the shop helping people fix their bikes or assembling/repairing bikes for them to sell from donations.
There is madness to my method.

Sorry Cat, as it's written, it has to be Freecycles. Hopefully you can just do the 1/2 point projects at your place to get the equivalent number of points.
I fixed up a sweet bike! The great folks at Free Cycles guided me through trying the wheel, angling the handlebars, putting in a new brake cable, a new chain, and the fine adjustments on the derailleur! How fun! I've never ridden a bike properly configured for my body, it rides like a dream!
