I'm considering the case where the county plants apple trees in parks so that anyone who wants them can come pick apples but they aren't given a lot of attention (like windfalls are left on the ground to rot). I
think that counts as "apples that are the result of forage gardening" but none of these terms have hard definitions (maybe intentionally).
Anyway, I'm wondering if that scenario counts as foraging for purposes of PEP. I want to avoid the appearance of pulling a fast one, but if it does count, it would be a relatively easy source for me.
