That's a really good question! I'm thinking at least a pint. So, probably fill a quart jar with the garlic and vinegar, that way when you take out the garlic, there's at least a pint.

Made Garlic infusion in vinegar for the BB here.

Garlic page in Journal

Garlic Infusion page in Journal

Garlic (organic)

German apple vinegar, Demeter quality, so it's Biodynamic

Cloves of garlic put in a jar with vinegar. Then it stood for several weeks in a dark quiet cool place.

Then I sifted out the garlic and put the vinegar infusion in a clean jar.

And here it is. It says (in Dutch): Garlic in vinegar.

Okay, it's a little off-topic, but I do have a good tip for the garlic-lovers.
I made garlic-in-honey. It's a sort of fermented. Has a very special taste!
How I made it: filled a small glass jar with cloves of garlic. Covered them all with a fresh, local, honey. I had to wiggle the jar a little, so the honey could fill all gaps between the garlic cloves. Filled with honey to the top. Covered with the screw-on lid, but not tight, the bubbles have to go out. Because of those bubbles, which take some honey with them, put it on a saucer. Keep somewhere in the kitchen (normal room-temperature). Wait for some weeks before use.

For this BB, I used some dried garlic that I harvest a while back. I also was very fortunate enough to have an empty vinegar bottle sitting in recycling. So I upcycled that to be used again. I went with apple cider vinegar 1) because I love it 2) I really love it hahah.

For this BB, I infused peeled garlic cloves in apple cider vinegar for almost a month. The garlic turned green from the acid in the vinegar. You can see that I also weighed down the garlic with a glass fermentation weight to keep the garlic submerged. The final result is the vinegar with the garlic still in it; this way, I can use both the infused vinegar and the now pickled garlic.

I noticed that 1 quart was mentioned at the beginning of the thread, but it hasn't been edited into the requirements, and I see a lot of infusions that are smaller than a quart.  I'm working with what's to hand, which is small quantities, so here's my submission!
