Simple but effective. I went with a paper bag so it can be burnable too and easily swapped out as needed.

We do the burn bag, as well.  Not everyone in my household follows rules well :-(, so we're down to newspapers, junk mail, and small boxes.  The labeling is for them. I got tired of fishing out things that didn't belong in there.  The rest of us are pretty good about removing plastic, foil, etc and not filling the bag with things that have food residue on them.  I keep it under the counter next to the kitchen since the table and counter are usually where burnables come into the house.

ETA: That's not showing up very well.  It's labeled:
Adolebitque

junk mail
boxes from packaged stuff
- (break them down, please; remove any plastic; no food residue)
newspaper

It's nice to get stuff separated.  Here is an idea about your burn barrel.

https://www.bing.com/videos/search?q=burn+barrels+rocket&&view=detail&mid=BB030629D67EBA075D6CBB030629D67EBA075D6C&rvsmid=F48C92C4735F4578669AF48C92C4735F4578669A&FORM=VDRVRV

Do notice the lack of smoke which indicates a complete, clean burn of the materials.  This particular approach emits a subtle roar when it kick off.  Once started, we toss in the miscellaneous sticks and twigs from our forest floor.

Being lazy, we use a butane torch to ignite the pile.

We don't burn leaves.  They get mulched and left to decay over winter.

Please note that the requirements have been adjusted to specify any type of container.  Also the label needs to be near the container but not written on or attached to it unless it's a long lasting durable container.

I have placed our container in the kitchen near the trashcan. This seems to be the place we most often create burnable trash and the defacto place for disposing of it. This should mean that it gets used.

May I ask WHY we want to collect burnables from a permie perspective? I don't know what is happening with paper in the US, but here recycling paper is actually a scarce resource which they will pay for. I think to make new paper? Because paper is rare and expensive at the moment? But maybe I'm wrong and they just want to burn it themselves. Anyway, if they do make new paper from it, that would be much better than making CO2 out of it in my oven, right? Or is this about being resourceful and getting free heat? I feel like it doesn't generate much of that, though...

We got this old metal bucket which will have a second life serving as our burnables bucket.

We won't be only using it for burnables collected through normal household activity, but also bring in smaller burnables from outside, especially want to try dried pine needles to get the fire started.

It will be close, but not too close to our wood stove.

Set up a new location for burnables. Normally we take it out to the garage where the larger bag is and a box for the newspapers but I have noticed that sometimes we get lazy and just toss it in the garbage can.

I fold over the top of my bag to keep it from collapsing on itself and aiding the tosser in hitting the target.
